I would ensure the service user is very well and speak to the person who is doing this. I would always have a third party present for the safety of both parties. a written notify to be made by both parties which would be given to the gutter where further investigations would take place. Maybe handed over to H.R and developments happen from on that point i.e. suspensions, warnings, dismissal.
